Valencian President Carlos Mazón announced the measure on April 4 during a visit to Alicante.
Once in effect, buyers of second-hand properties will pay 9% ITP (Impuesto de Transmisiones Patrimoniales) instead of the current 10%. The reduction will apply to all buyers, not just specific groups.
Existing discounts for vulnerable groups will remain in place:
6% for individuals under 35 years old, if the property price does not exceed €180,000
3% for large or single-parent families
The aim of the measure is to ease the tax burden on homebuyers and make the region more competitive compared to others like Madrid or Navarre, where ITP has long been set at 6%.
The change will be introduced through an amendment to the 2025 regional budget and will take effect after approval by the regional parliament.
