Businesses and Citizens Against Hacienda’s “Punitive” Model

On October 1, a new association called Movimiento Contribuyentes en Acción (MCA) began operating in Spain. This civic organization aims to defend the interests of entrepreneurs, self-employed workers (autónomos), and ordinary citizens in their dealings with the tax authorities.

Main demands:

  • The elimination of bonuses for tax inspectors that depend on the amount of money recovered. According to MCA, this system encourages a punitive approach rather than a preventive one.
  • Transparency in the algorithms used by Hacienda to select taxpayers for audits.
  • Strengthening the presumption of innocence in tax procedures.
  • Fairer sanctions and clearer rules for interacting with the tax system.

The association emphasizes that it is not linked to political parties or law firms and will not provide individual consultations. Its goal is to apply public pressure and make legislative proposals to change the balance of power between the state and taxpayers.
