Spain Launches PERTE Vivienda: €1.3 Billion for Industrialized Housing Construction

Prime Minister Pedro Sánchez has announced a new strategic project — PERTE de la Vivienda, backed by €1.3 billion in public investment over 10 years. The goal is to build more and build better by transitioning to an industrialized model in housing construction.

Currently, less than 5% of construction in Spain uses industrialized methods. In contrast, Germany stands at 20%, and the Netherlands at 10%.

What is industrialized construction?

It involves manufacturing parts of a home (like kitchens, bathrooms, or balconies) in factories and assembling them on-site, like building blocks. This approach speeds up timelines, lowers costs, and improves quality.

Key objectives of the project:

▪️ Build 15,000 homes per year, scaling to 20,000 annually in 10 years

▪️ Make housing more affordable for the middle class

▪️ Accelerate construction, reduce costs, and improve quality

▪️ Integrate digitization, sustainability, and circularity into the process
“We need to build more, better, and faster,” said Sánchez. The initiative is expected to be officially approved at the next Council of Ministers meeting.
