Starting June 7, calls from mobile numbers for advertising purposes will be prohibited

Using mobile numbers for direct marketing purposes is now illegal. Two key measures aimed at consumer protection come into effect immediately:

  1. A ban on calls from mobile numbers for commercial purposes.
  2. Now, operators will only be allowed to make cold calls from:

  • Geographic numbers,
  • Specially designated commercial numbers (e.g., 1004),
  • Toll-free numbers starting with 800 and 900.

  1. Blocking of international calls with spoofed Spanish numbers.
  2. Operators are required to automatically filter such calls and SMS messages, except in cases of roaming.
According to the Ministry of Digital Transformation, between March and May operators blocked an average of 235,600 calls and 10,000 SMS messages per day — over two months, this amounts to more than 21 million attempted frauds.
Coming up — a database of SMS identifiers

A national registry of alphanumeric identifiers (e.g., "CORREOS") used in service SMS messages is planned. It will be created and managed by the CNMC, with implementation expected in May 2026.
